Could you elaborate what you mean by off-topic board? I imagine you are talking about things not paarticularly related to Poland.
Well, there are such boards which comprise strictly American or non-Polish-oriented, universal topics. E.g.,:
the board called Life is a Fatal Disease

Most mentioned topics have been started by Pol Americans who participate(d) in this Polish Forum.
Is it what you meant by Off-Topic Lounge? Am I guessing correctly?
It is not a problem to create such a board. But I would like to have more data to jusitfy its existence.
