Why didn't the workers call the police to have the car towed and have the owner pay the expense?

Why didn't the workers call the police to have the car towed and have the owner pay the expense? They probably did it but there is still some democracy in Poland and you know that doing things lawfully requires time. PS. The police don`t deal with such cases, it is municipal servants` job, which is limited by red tape. Before all notifications and summons reach their adressees, before they check out why the owner didn`t react to the notice, the renovation will be finished.

In the U.S. the car would have been towed, the owner would have to contact the city to find out where it was taken, and then they would have to pay for the towing before the car would be released to them! They would think twice the next time about leaving their car in a work zone!

They would think twice the next time about leaving their car in a work zone! That`s a harsh measure. What if the owner had temporarily left for another country? What if he/she had been taken to hospital and hasn`t got any family to take care of the car? Or had passed away? There are so many options which provide excuses for people.... I just hate this Polish softness and inconsequence!!
