I think you are right, though if we place it into some perspective:
Polish prewar GDP 2200 USD
Italian 3600 German 4500 French 4600 British 6000
All apart from Poland were colonial countries. Southern European states of Europe were behind Poland.

Ok, it is better now. But when I look at those decrepit tenement houses in prewar Krakow, I get a bit sick. As if Nowa Huta steel mills had already operated then and caused the decay of architecture with its pollution.

I think it depends where the photographer aimed his lens Not so much better. Look closely at yuor second photo and at that drab Clothes Hall in the background. Can you see the grey stains of dirt on its exterior?? Yuck! It means Krakow was already a very polluted city then.
