WARSAW—Amid fears of a rollback of Poland’s democratic freedoms, President Barack Obama had a harsh message of concern during a trip here for a NATO summit. But viewers of Poland’s main evening news program saw exactly the opposite.
The twisted message would not instill confidence in the new Polish government’s protestations that its press institutions remain independent. Add one more fear to American concerns that a major U.S. ally is turning in a new direction after the right-wing Law and Justice party won a sweeping victory in October.
Since its election, the new government has taken steps that critics say eliminate the independence of Poland’s top court, the Constitutional Tribunal, taken control of the main public broadcaster by installing a former politician as its head, and initiated prosecutions of members of the former ruling party.
Obama’s tough message on Friday, standing alongside Polish President Andrzej Duda, was that he “expressed to President Duda our concerns over certain actions and the impasse around the Poland’s Constitutional Tribunal.”
“More work needs to be done,” Obama said. “And as your friend and ally, we’ve urged all parties to work together to sustain Poland’s democratic institutions.”
But viewers of Telewizja Polska, the main public broadcaster, saw a very different suggestion on the evening news.
“Ninety-five per cent of the meeting was about issues of NATO and security, but Obama praised Polish efforts at democracy,” the reporter said. “Concerning the issue of the constitutional tribunal, he said he is sure that spreading democratic values in Poland will not stop.”
Then the broadcaster played a clip of Obama’s friendly cushioning of his criticism, while skipping the substance of the message.
In the clip played on Polish television, Obama was also translated by a dubbed voice-over as saying that “Poland is and will be an example of democracy for the whole world.”
What he actually said was that “Poland stands and needs to continue stand as an example for democratic practices around the world.”
More than 100 journalists have been dismissed or have resigned from Poland’s public broadcaster this year, a measure of the major changes underway there. Some journalists say that anyone perceived as critical of the Law and Justice party is now under threat. Shortly after the party took office, it changed laws giving Poland’s Finance Ministry the direct power to appoint the head of the broadcaster. The new head is Jacek Kurski, a member of the Law and Justice party and a former member of European Parliament.

It is interesting that various Polish people from Poland and Poles abroad make the comparisson between the Communist propaganda machine via the Polish press and media in the Polish Peoples Republic and the present PiS government controlled media and Press (TV/Radio and etc.). I don`t watch it at home, only when I visit somebody. I have seen a few evening news and the black propaganda against anybody who doesn`t support PiS is really shocking and fully reminds that one from communist regime times. And it does work, unfortunately. My father in law, who is generally against PiS, regularly watches the state news and as a result, at Christmas time, he was really scared of the imminent civil war in Poland (after the news suggested that the opposition was going to resort to violent solutions to get back power). It is so sad but there are some simpletons in Poland who are easily brainwashed by such propaganda.

Maybe it is healthy not to watch the evening news if it is not objective, neutral and honest. The Fourth and Fifth Powers should control, monitor and critically follow both Governement (the administration and it's ministries and departments) and opposition institutions, political parties and movements. The fifth power consists of the Internet, public opinion, the Church (which is the First Estate by the original meaning), economic systems or simply money including its creation.

Sure, it is sad when simpletons in Poland who are easily brainwashed by such propaganda. It is also sad when simpletons in the Russsian Federation, Turkey, and other states (certain European, Middle eastern, African and Asian countries) with a strong and dominant government party and the disappearances of clear borders between the First three powers and the fourth and sometimes fifth powers, are also easily brainwashed by such propaganda.
Where in Poland the authorities manipulate, control, monitor and guide press and media, in other countries political parties with similar views who are in the opposition there try to do the same, by playing the media, by trying to dominate the debates, and a constant flow of Nationalist, Populist, chauvinistic and xenophobic statements, propaganda and communication with the media. Sometimes that communication is refusing to talk with the quality press and only releasing statements via their own websites, blogs and via friendly media.

Polish TV airs alternative report on EU summit By Aleksandra Eriksson BRUSSELS, 10. Mar, 10:15 The flagship news programme on Polish public TV described the Tusk row on Thursday (9 March) as a triumph that laid bare German EU bullying, in a sign of Poland's new political environment. EU states on Thursday (9 March) snubbed the Polish delegation by re-electing Donald Tusk as Council chief despite fierce opposition by Polish prime minister Beata Szydlo, whose Law and Justice (PiS) party abhors him. Most media, including those that were considered loyal to PiS, described it as a fiasco for Warsaw. But Wiadomosci, the flagship news show of Poland's public broadcaster, TVP, said Tusk had been re-elected due to German pressure and that Poland had achieved its goal by “laying bare” how the EU really worked. Viewers were shown an old clip in which Martin Schulz, a German politician who is running for election in autumn, said the spirit of Europe "may have to be imposed by force". They were told that the EU had blackmailed Greece back in the day to accept the terms of its bailout; and that the EU was corrupt, incompetent, and wanted to flood Poland with refugees. TVP said that Tusk, who is despised by PiS chief Jaroslaw Kaczynski, had tried to cover up knowledge of a financial scam in Poland. It said people like Tusk were only chosen because EU election procedures were less transparent than Vatican conclaves. "Some of the most important positions [in the EU] are held by people who likely wouldn't stand a chance if the positions were filled by popular elections", a TVP reporter said, adding that European Commission president Jean-Claude Juncker was mixed up in a tax scandal in Luxembourg. TVP also played a clip of Juncker at a summit in Riga in 2015, when he greeted EU leaders by slapping them on the neck in what looked like he was drunk. Bundling The news report bundled its EU coverage with material on the Council of Europe, a separate body based in France. It said the Council promoted Islamic sharia law and it republished a statement by Kaczynski from 2015 in which he claimed, falsely, that there were 54 sharia zones in Sweden. PiS took control of public media shortly after coming to power in October 2015. It also seized control of the constitutional court in a scandal that triggered a special EU monitoring procedure on rule of law. Polish TV reports now trumpet PiS successes on a daily basis, quoting economists or other experts who all sing the government’s praise. TVP also promulgates the party’s right-wing values. In other segments on Thursday, it attacked a gay mayor in the town of Slupsk over his trips to Berlin and accused people at a recent women’s day rally of hate speech. In the wake of the controversy that surrounded the 2017 Warsaw Independence Day March (which was hailed as "patriotic" by the Polish right wing press but decried as "fascist" and "xenophobic" by the Polish opposition and the international press), Warsaw mayor Hanna Gronkiewicz-Waltz has just announced that this year she has prohibited the event
This does not seem to have deterred the right-wing organisers of the march however, who are threatening to demonstrate on November 11 despite the ban, while Poland’s President Andrzej Duda and Prime Minister Mateusz Morawiecki have announced an alternative, government-led independence march. As Poland prepares for another divisive and violent independence day holiday in 2018 (celebrating "100 years of independence"), this may be an opportune moment to reflect on the role of television coverage in the mediation of the unfolding spectacle a year ago.
Since the Polish government took control of state media in 2016, Polish public television has been heavily criticised for its censorship practices and partisan identity. Against a backdrop of pronounced changes to the structure and audio-visual content of Polish programmes, a particularly salient example of the shift in broadcasting is the changing role of television tickers on public television. The ticker
The term "ticker" – or "crawl/crawler" – refers to horizontal text in the lower third of the screen, seen typically during news programming. The format of the ticker varies across countries and networks, but its shared characteristic is brevity, not unlike a newspaper headline.
Traditionally, a ticker has served one of three main roles: introducing a news topic, promoting a network's content or attributing the words or visuals on screen to a person. With advances in the digitalisation of news, the use of tickers has become more complex – often with numerous pieces of horizontal text competing for viewers' attention on the screen simultaneously – albeit without radically altering the nature of their role.
Over the past two years, tickers in Polish public television (dubbed "the tickers of terror" online) have gathered much attention in domestic media, who have hailed them as a new type of propaganda. The tickers have evolved beyond straightforward news or promotional content to encompass a strong editorial tone and emotional vocabulary.
Perhaps the most widely known is the infamous "Brussels lets Spaniards hit people with batons, but forbids us to fight the bark beetle" ticker. There is a bit of context to unpack here: the crawl notes the perceived hypocrisy of the European Union as a body that opted to be deliberately detached in its handling of the Catalonian crisis, yet highly interventionist when critiquing the Polish government's plans to remove a significant portion of trees in the Białowieża Forest (which has allegedly been colonised by the spruce bark beetle).
In addition to critiquing the European Union, public television channels have run a number of tickers targeting the opposition party (Civic Platform) and resistance movements. Examples of these include "Civic Platform unhappy about Poland's rising global importance", "Civic Platform uses Hitler-like propaganda methods" or even "The faces of court reform opposition are defenders of paedophiles and deadbeat parents".
Some of the tickers accompanied visuals of opposition politicians, adding a subversive, silent commentary to the words being spoken (for instance, an opposition party member speaking in parliament was sarcastically addressed by the ticker as someone who "organised an anti-Polish resolution – and now intends to judge the Polish government").
Alongside these critiques, public television has praised the ruling party and government policy in tickers such as "The world is in awe of the Polish economy" or "The united right-wing government established Poland's prominent global position".

In our study[1] of tickers, we looked at two Polish television news stations on Independence Day 2017 (November 11). Our comparative analysis of a total of 8,760 crawls revealed stark differences in subject, tone and nuance between the public TVP Info channel and the privately owned TVN24. This was reflected in the ideological leaning of the tickers, which was significantly more pro-government on TVP Info, but also reflected in particular approach to voice, visibility and representation.
Editorial content was significant in the tickers of both stations (11 per cent in TVN24 and 7 per cent in TVP Info), but perhaps more salient here is the subtle editorial manner in which certain politicians' voices were legitimised over others.
For instance, TVP Info quoted Poland's President Andrzej Duda in 17 per cent of their tickers and the Law and Justice ruling party leader Jarosław Kaczynski in 45 per cent of their tickers. This is a rather astounding statistic, especially if we consider that that 45 per cent translated into over nine hours of screen time on the day and concerned someone who had no formal government role at the time.
TVN24, by contrast, quoted both politicians only in a combined 6 per cent of their crawls.
Non-quote mentions of politicians tell a similar story, with Kaczynski dominating the tickers on public television, while being almost absent on TVN24. Tickers regarding Donald Tusk (the former prime minister and co-founder of the Civic Platform, who is currently President of the European Council) were closer in volume across the two stations (with 47 tickers in TVN24 and 32 tickers in TVP Info), but their tone differed: in TVN24, 28 Tusk-related tickers were positive or neutral and 2 were critical or antagonistic. In TVP Info the situation was reversed: 7 tickers were positive or neutral while 23 were critical or antagonistic. There was no common vocabulary; the events were seemingly parallel and mutually unrecognisable.
The Warsaw independence march on November 11 was a similarly divisive affair. Viewers of TVP Info were presented with depictions of an unequivocally "great patriot holiday", while those watching TVN24 saw tickers characterising the march as an unquestionably "nationalist" or "fascist" endeavour. There was no common vocabulary; the events were seemingly parallel and mutually unrecognisable. Alternative gatherings on the day were mentioned only in passing, and only by TVN24.
And so, two portraits of Poland emerge from coverage by the public TVP Info and the privately owned TVN24. The strongly partisan media discourse, which was a particular feature of public media, continues to divide Poles, and the lack of fair and balanced coverage leaves little space for dialogue. In the aftermath of the recent local elections in Poland, the challenge of fostering vibrant and fair public media remains of no little significance for European politics, media and society.

Media should not abuse freedom of speech: president
Poland’s president Andrzej Duda discussed the situation in Polish media, especially the quality of public debate, with members of the National Broadcasting Council (KRRiT).
During Wednesday’s meeting, Poland’s president stressed that special attention should be paid to avoiding crossing the limits of freedom of speech. Mr Duda also highlighted that journalistic practices should not be violated.
The meeting came in the context of numerous complaints received by the KRRiT shortly before and after the murder of Gdańsk’s mayor Paweł Adamowicz.
A total of 28 complaints were submitted to the KRRiT with regard to a material aired by public television station TVP on January 14 devoted to hate-speech. Critics called the segment “biased”, as it primarily quoted top opposition politicians, including former president Bronisław Komorowski and European Council head Donald Tusk. The material was aired in the wake of Gdańsk mayor Paweł Adamowicz’s death.
On January 10, the KRRiT received 40 complaints pertaining to a stop motion clay animation mocking the head of the Great Orchestra of Christmas Charity’s (WOŚP) head Jerzy Owsiak and former Warsaw Mayor Hanna Gronkiewicz-Waltz, suggesting embezzlement of funds collected during the WOŚP nation-wide charity action.
The KRRiT is the Polish broadcasting regulator, which issues radio and television broadcast licenses and ensures compliance with the law by public broadcasters.
For its part, TVP has denied manipulating the news content. It issued a statement saying: “The tragedy of the past days is used by irresponsible people as a ruthless aggression. TVP employees became victims of an unfounded smear campaign. Dejavu from communist times again.
When Wałęsa got a Nobel Peace Prize in 1983, communist TV didn`t show the ceremony for obvious reasons - Wałesa was considered an ardent anticommunist oppositionist by the regime. Today, history has made a full circle. State TV controlled by the PiS regime isn`t going to show the ceremony with Olga Tokarczuk receiving a Prize for literature coz she spoke against PiS a few times before.
It would be funny if it wasn`t so sad.
One day PiSSmen will answer for all their dirty deeds.
