After the opinion polls have plummeted for PiS to levels unseen for a few years, Kaczyński denied saying that. What is more, today he announced that all ministers are going to give their bonuses to charity. Reporters tried to talk to those ministers but with no avail - they weren`t too enthusiastic about their leader`s decision. Previously they claimed they had fully deserved the extra money. This panic and desperation in PiS ranks is priceless! I hope the serious drop in polls will continue. Liars and broadlight robbers must pay for their acts. However, the comparison is shocking and makes PiS`s explanations even more pathetic. WARSAW — Adam Glapiński is a long-time friend and ally of Poland’s de facto leader Jarosław Kaczyński, which is why he was given the job of running the country’s central bank.
But an increasing swirl of scandal around the bank means Glapiński is becoming a problem for Kaczyński’s Law and Justice (PiS) party ahead of the parliamentary election later this year.
The latest involves two of Glapiński’s senior aides.
Polish media calculated their salaries, and claimed that the bank’s director of communications and promotion, Martyna Wojciechowska, makes around 65,000 zloty per month (over €15,000), 13 times the national average and more than the country’s president.
The media also claimed that another National Bank of Poland (NBP) employee, Kamila Sukiennik, who manages Glapiński’s office, is also on the board of the Central Securities Depository — the financial instruments regulator — despite having no formal qualifications for the job.

That’s created a massive image problem for PiS, which swept to power in 2015 promising to clean up the country after eight years of rule by the centrist Civic Platform party.

“Public opinion is waiting for concrete figures being earned by certain people in the NBP,” Jackowski told the pro-government wpolityce portal.
President Andrzej Duda took a different tack, blaming previous NBP Governor Marek Belka for the bank’s salary structure.
The bank responded on Wednesday.
“No director at the NBP is making 65,000 złoty per month,” the central bank’s deputy director of personnel Ewa Raczko told reporters. But she refused to say how much the aides are earning, only saying that the average salary of all directors is over 36,000 złoty (over €8,000) a month.

Even government loyalists like Beata Mazurek, the deputy speaker of parliament, were nonplussed. Mazurek said she is “not satisfied” with the central bank’s news conference.

He also accused the media of “scandalous, brutal, primitive, sexist” attacks on his two aides because they are women, and said he is opposed to revealing their salaries.
The central bank is one of the country’s most respected institutions, playing a key role in deflecting the impact of the 2008 global economic crisis and safeguarding the value of the Polish currency.
The złoty has not been affected by the latest fuss around the bank.
“Markets have fully digested the influence of Mr. Kaczyński himself and do not really react to his unconventional views any longer. So it is unlikely that discovery of some specific corruption at NBP will have much impact. Rather, it will be viewed as a person-specific matter,” said Tatha Ghose, senior emerging markets economist at Commerzbank.
It’s not Glapiński’s first brush with scandal.
His protégé Marek Chrzanowski, the head of the Financial Supervision Authority, Poland’s financial market watchdog, was arrested in November on corruption charges. Polish billionaire and banker Leszek Czarnecki accused him of offering to go lightly on his troubled banks in return for hiring an ally for an enormous salary.
Glapiński also met with Czarnecki and Chrzanowski, although not when the alleged offer was made.
Both scandals have been seized on by the opposition.

One billion zlotys is not the end of expenses The brain behind this operation was Arkadiusz Czartoryski, MP from Ostrołęka - the gray eminence in the city and an ardent supporter of the power plant (until recently in PiS, now in Adam Bielan's Republican Party).
In the years 2016-2020, under the supervision of Czartoryski, his trusted people were delegated to manage Ostrołęka C: Edward S., who was charged with corruption in 2020 by the prosecutor's office, Adam Galanek, who cheated on his previous employer, and today, despite his lack of experience in the energy sector, is making a lightning-fast career in this industry and Janusz Kotowski, former mayor of the city, a catechist by education.
The entire Ostrołęka power plant became a raft on which the local political system drifted after the lost local elections. By the way, collecting substantial salaries. At least a dozen people associated with PiS in Ostrołęka have made their way into the energy sector.
Charges and arrest for the former president In 2016, on the recommendation of MP Czartoryski, Edward S.
At this stage, it is worth explaining that the Ostrołęka power plant is not one entity, but four companies managed by Energa. Apart from the Ostrołęka Power Plant, these are also: Energa Elektrownie Ostrołęka (hereinafter abbreviated as: EEO) - coordinating the works of a coal-fired power plant from 1972 (block B), Energa Serwis - established in 2011 to carry out repairs at EEO and Energa Ciepło - distributing heat energy in Ostrołęka (formerly Ostrołęckie Przedsiębiorstwo Energetyki Cieplnej - OPEC).
Edward S. was associated with the old power plant for many years, and previously he was the vice president of OPEC for a long time. In the years 2007-2009 he managed the EEO company, and then - in 2011-2012 - the Energa Serwis company.
It turned out that S., in addition to experience in the industry, also has a disturbing tendency towards shady businesses.
In 2019, Dziennik Gazeta Prawna revealed that a decade earlier, with the consent of Edward S., the old power plant had been buying Russian coal at inflated prices. Already in 2010, Krzysztof Majkowski, a former PiS senator and long-term EEO employee, informed the prosecutor's office about the case. However, the proceedings were discontinued.
In subsequent notifications, Majkowski wrote to the prosecutor's office, inter alia, that the private company of Edward S.'s sons - Eko Energetyka i Ciepłownictwo (hereinafter: "Eko EiC") - received orders from Energi Serwis, a company whose president until November 2012 was Edward S .
In an interview with Dziennik Gazeta Prawna, he explained that his sons started the business after he was dismissed from the Energi Serwis management board. And the company's share of work for the power plant was "insignificant".
Indeed, Eko EiC was not registered until May 2013. Perhaps it was not a significant contractor for Energi Serwis. But, as the Eko EiC reports show, the state-owned company was a key client for her in the following years and, to a large extent, made profits thanks to it.
After in 2019 "DGP" publishes an article about Eko EiC, Edward S. loses the chairman of the Ostrołęka Power Plant.
In September 2020, the CBA detains Edward S., his son Bartosz and associate Krzysztof S. (an employee of "Eko"), as well as the deputy director of PGE Dystrybucja, Tomasz B.
The latter company belongs to the state-controlled PGE group. The investigation concerns orders that it placed with Eko EiC, previously sharing with this company the information needed to win the tender - reported TVN24. The Regional Prosecutor's Office in Białystok charged Edward S. and three other men with corruption charges in this case. The investigation is ongoing.
ADVERTISEMENT Adam Galanek's lightning-fast career The departure of Edward S. from the Ostrołęka Power Plant is only the beginning of staff reshuffles.
In March 2019, the chairman is taken over by Adam Galanek (born 1980), for years associated with PiS, a multiple candidate in the local elections. And the son of a friend of Arkadiusz Czartoryski - Józef Galanek, a councilor and businessman. Years ago, thanks to this acquaintance, Adam Galanek got a job in the Marshal's Office.
In 2007, when PiS won the elections in Ostrołęka and Janusz Kotowski became president, Adam Galanek took the position of vice-president in the Ostrołęka Society for Social Housing. From 2014 to 2016, he was the president of OTBS.
The CBA detains persons associated with the Ostrołęka Power Plant. The house of a PiS MP was searched The aforementioned Krzysztof Majkowski, who in 2021 worked as an auditor at OTBS for several months, believes that during his tenure, Galanek had cheated the company.
In 2011, he submitted an application for the allocation of a 38-meter flat. He got them at an express pace - two days after submitting the application. According to Majkowski's findings, Galanek rented someone's flat, although TBS regulations prohibit subletting. In addition, he had been behind with the participation deposit (over PLN 30,000) for several years. Although he should pay the deposit by December 2011, he did not pay the last installment until November 2016, when he was no longer working at OTBS.
Although Galanek did not have any experience in the energy sector, in 2016 he became vice-president of Energa Elektrownie Ostrołęka, the company managing the old power plant. In June 2017, he moved to the position of vice president of Energa Wytwarzanie in Pruszcz Gdański (currently Energa OZE).
He earns better and better - in 2017, his income is already 580 thousand. zloty.
At TBS, he still pays a preferential rent rate - although his account is credited with an amount three times higher than the limit for paying a lower rate for an apartment. In the income declaration submitted on August 30, 2018 for TBS Galanek, he does not show his substantial salary, using the "confidentiality clause". And he continues to pay a preferential rate for the apartment.
ADVERTISEMENT He reflects only at the beginning of 2019, shortly after the election defeat of President Janusz Kotowski, when the new president begins cleaning city companies - including OTBS - of PiS people. Ultimately, from February 2019, the company increases his rent by 197 percent. In September 2021, President Łukasz Kulik informs the prosecutor's office in Ostrołęka about Krzysztof Majkowski's findings regarding Galanka's rent and deposit. According to the information we obtained from the prosecutor's office, the case is still under investigation.
But in the meantime - in November 2019 - Adam Galanek becomes the president of the Ostrołęka Power Plant. The company already has serious financial problems then, and Galanek is not an outstanding expert in either management or energy.
He performs the function of the president of Ostrołęka C to this day. Because although the project was closed in February 2020, Elektrownia Ostrołęka is still operating - it is to settle its coal failure by the end of the year. But Galanek also has a new job: the CCGT company owned by Energa, which is to build a gas-fired power plant in place of the demolished block C.
First, he became its president, and from September 2021 he is a member of the management board.
We wanted to talk to Adam Galanek about his contacts with PiS politicians, irregularities related to OTBS and his career in energy companies. In the secretariat of Elektrownia Ostrołęka, we only heard that Galanek recommends us to contact the spokesman of Energa in business matters, and he does not want to comment on "private" matters. When asked about the reasons for employing Galanka in CCGT, Energa replies that "he does not comment on personnel matters".
The entire power plant is in the hands of PiS from Ostrołęka In the same year as Galanek - i.e. in 2019 - Janusz Kotowski joins the board of the shaky Ostrołęka C. He is Arkadiusz Czartoryski's trusted man and the PiS president for many years. A catechist by education and a would-be priest.
In 2018, he became famous all over the country, forbidding the screening of Wojciech Smarzowski's "Kler" in the only cinema in the city. Then he explained that the decision was made by the local government, not by itself.

A few months later - in May 2019 - he joined the board of Ostrołęka C. He worked in it until August 31, 2020. According to the calculations of the "Moja Ostrołęka" portal, during 15 months of his term of office, he earned between PLN 675,000 there. PLN and PLN 1.1 million. Today he is the acting director of the Cursed Soldiers Museum in Ostrołęka.
After Kotowski's election defeat, many of his people were dismissed from office and communal companies. But they too quickly found a haven in the Ostrołęka power plant. The reshuffers in their positions were described in detail by the local media, including portals "Moja Ostrołęka", eOstroleka.pl and "Tygodnik Ostrołęcki".
The position of the president of Energa Serwis was taken over by Dariusz O., previously president of Ostrołęka Przedsiębiorstwo Wodociągów i Kanalizacji for 10 years.
Ewa Waszkiewicz-Sznyter - a PiS member, during Kotowski's reign, the city treasurer and a member of the supervisory board of Ostrołęckie Przedsiębiorstwo Komunalny, became the vice-president of Energa Serwis.
Robert Juchniewicz became the supply manager at Energa Serwis - after Kotowski was the head of the Municipal Board of Sports and Tourist Facilities and Technical Infrastructure. He is a PiS activist and former head of the parliamentary office of Arkadiusz Czartoryski.
In December 2018, Grzegorz Płocha from PiS, the vice-president of Ostrołęka from Kotowski's time, and a catechist by education, was appointed the director of the EEO board office. According to the findings of Tygodnik Ostrołęcki, the position at EEO was created especially for him.
In 2019, in place of Płocha, another PiS member was appointed the director of the board office - Grzegorz Makowiecki, a theology graduate, former deputy director of the Municipal Family Assistance Center and former president of OTBS.
In December 2018, Ewa Żebrowska-Rosak, a PiS councilor, a specialist in agricultural production, became the financial director of EEO. Previously, in 2016-2017, she was a supervisory board member of the company building the C power plant. In 2020, Żebrowska-Rosak was appointed EEO's proxy.
ADVERTISEMENT In 2018, Bogdan Piątkowski got the job of a communication specialist in the company building Ostrołęka C. During the reign of Janusz Kotowski, he was the director of the Ostrołęka Cultural Center, and previously had been an employee of this center for many years.
Some of Kotowski and Czartoryski's people ended up in the power plant before his election defeat, but after PiS won the national elections.
In 2016, Energa Ciepło's vice-president was his trusted associate Monika Chojnowska, previously vice-president at OTBS and Adam Galanka's deputy, just like Galanek, accused of lowering her income.
In the same year, Katarzyna Kamińska, the wife of the local PiS activist Stanisław Sylwester Kamiński, dealt with energy. From an employee of the Poviat Labor Office, Kamińska was promoted to vice-president of EEO.
In 2016-2019, the president of Energa Serwis was Łukasz Chrostowski (born in 1988), son of Ryszard Chrostowski, a PiS member and a trusted man from MP Czartoryski.
Since 2016, Wojciech Żebrowski (he is its chairman) sits on the EEO supervisory board. He is a member of PiS and a long-time employee of the Polish Post office in Ostrołęka. Previously, he unsuccessfully ran for a city councilor.
In the power plant companies, Kotowski and Czartoryski's people earned hundreds of thousands of zlotys a year. However, many of them had to say goodbye to lucrative jobs when Orlen took over Energa in 2020.
This does not mean, however, that people associated with PiS no longer work in the Ostrołęka energy sector. In 2021, Beata Kalinowska, a former director of the Mazovian branch of the Agency for Restructuring and Modernization of Agriculture, became the vice-president of EEO. In 2019-2021, she was a member of the management board of the SOLINO Salt Mines in Inowrocław.
Czartoryski feels "disappointed" Today - when there is no trace of the 120-meter pylons of Ostrołęka C - some of Arkadiusz Czartoryski and Janusz Kotowski work in other state-owned companies or run their own businesses. Some are investigated by the prosecutor's office.
As the official reason for the failure of the PiS project, he indicates "a change in regulatory and economic conditions, incl. climate policy of the European Union ”. Which the government it says it simply couldn't foresee.

The results for 2021 will not be known to the public until the middle of next year. A spokesman for Energa refused to disclose our workforce and salary expenses in 2021. He only explained that the settlement of a failed power plant requires “maintaining the optimal employment status of engineers and specialists”.
In addition to internal settlements, the company is audited by the Supreme Audit Office. In June 2021, NIK President Marian Banaś said that the auditors were finishing their work. He announced that the Chamber would submit a mismanagement notification to the prosecutor's office.
- There are big irregularities. The investment has not been completed and huge amounts of money have been spent. The costs are on the shoulders of the citizens. The question is who is responsible for it - commented Banaś on TOK FM radio.
Exactly who? Arkadiusz Czartoryski tells us on the phone that he does not feel responsible. Instead, he is "disappointed" that block C will not be created.
